Dr. Richard Shinto is President and Chief Executive Officer of InnovaCare Health, an integrated healthcare company dedicated to improving lives through value-based care. Dr. Shinto has more than 25 years of clinical and operational healthcare experience in managed care, with a proven track record of innovative, physician-led care models that improve quality, patient satisfaction and financial performance.
Dr. Shinto serves as CEO of InnovaCare’s subsidiaries in Puerto Rico through MMM Holdings, which includes MMM Healthcare, the island’s oldest and largest Medicare Advantage plan, managing more than 250,000 lives.
From 2008 until its sale in 2012, he served as President and CEO of Aveta Inc. Prior to that position, he served as CEO of NAMM California. Before joining NAMM, Dr. Shinto was the COO and CMO for Medical Pathways Management Company. He served as Corporate Vice President of Medical Management for MedPartners from 1995-1997, before he left to become CMO for Cal Optima Health Plan, a Medicaid plan based in Orange County, Calif. Dr. Shinto began his medical tenure as an internist and pulmonologist practicing in Southern California.
In 2017, Dr. Shinto was elected to serve on the board of directors for America’s Health Insurance Plans (AHIP), the industry’s largest trade association. He also serves on the Board of Directors for America’s Physician Groups (formerly CAPG), the leading association representing physician organizations practicing the delegated coordinated care model. He has served on other healthcare-related boards including the Financial Solvency Standards Board for California Department of Managed Care.
The author of several articles on healthcare and clinical medicine, Dr. Shinto received his B.S. from the University of California at Irvine, his medical degree from the State University of New York at Stony Brook and an M.B.A. from the University of Redlands.
